Singers Push for Stronger Legal Protection

 
A long-standing debate over performers' rights has resurfaced in Sri Lanka, with the Sri Lanka Singers' Association calling on the government to introduce legal reforms that would grant singers greater rights over the songs they perform.
 
The proposal was presented during a meeting with President Anura Kumara Dissanayake, where representatives of the association highlighted the challenges singers face under the country's current intellectual property framework.
 
Why Are Singers Seeking Legal Changes?
 
Under Sri Lanka's existing Intellectual Property Act, the primary ownership of a song generally rests with its lyricist and composer. According to the Singers' Association, performers often have limited legal recognition despite playing a significant role in making songs popular.
 
Association representatives argue that this creates difficulties for singers when sharing or promoting their own performances on social media, streaming services, and other digital platforms. They believe performers should also receive legal and moral rights that reflect their contribution to the success of a musical work.

President Anura Kumara Dissanayake acknowledged that the issue has remained unresolved for many years and said any future legal reforms should carefully balance the interests of all stakeholders in the music industry.
 
He emphasized that proposed amendments should also consider international copyright standards, technological developments, and the evolving digital music landscape before any final decisions are made.

Many countries distinguish between traditional copyright ownership and performers' rights. While songwriters and composers retain copyright over the musical work, singers and performers are often granted separate legal protections for their recorded performances.

If legal reforms are introduced, singers may receive clearer rights regarding the use, promotion, licensing, and digital distribution of their performances.
